HALO is not a single-product quoting engine. It is a modular, AI-powered infrastructure that underpins Mosaic’s entire SME business across multiple lines of coverage. The platform integrates broker trading activity, underwriting decisions, and portfolio outcomes into a single operating environment. This means Mosaic can develop, launch, and adjust products, territories, and distribution arrangements without rebuilding the underlying technology each time. The system is designed to scale as the insurer adds new specialty lines, making it a strategic asset rather than just a tactical tool.

The platform rethinks the submission process from the broker’s perspective. Brokers can submit risks through email, API integration, or a dedicated portal—whichever fits their existing workflow. Once received, HALO automatically structures, enriches, and organises the data for underwriting, significantly reducing the need for follow-up questions. For eligible risks, the system can move through automated quote, bind, and issuance in minutes. Exceptions and more complex submissions are routed to dedicated underwriters, ensuring human judgment is applied where it matters most.

This approach does not stop at the point of bind. HALO extends into portfolio management, giving underwriters a real-time view of the entire submission funnel—from submission patterns and conversion rates to risk quality, pricing, limits, retentions, coverage, and distribution. The platform also supports rapid recalibration: pricing, appetite, coverage rules, and broker configurations can be tested and updated within 24 to 48 hours. Recurring broker or client requests can be assessed and, if agreed, incorporated into the product without creating new manual referrals.

First Product: Cyber Tech E&O and the Importance of Portfolio Visibility

The inaugural product launched on HALO is a Cyber Tech E&O offering, currently available through North America wholesale broker partners. This line combines the platform’s digital underwriting capabilities with Mosaic’s in-house cyber expertise, its own claims authority, 24-hour incident response, and the financial strength of Lloyd’s backing.

George Cole, Mosaic’s head of SME cyber, emphasized that HALO’s visibility into portfolio exposure is especially critical for cyber insurance. “HALO gives us a clear view of the portfolio as it develops and helps identify where exposure may be accumulating across industries, technologies, service providers and other exposure units,” Cole said. “The visibility HALO gives us is particularly important in cyber, where a single event or vulnerability can affect multiple insureds at the same time. It will also be increasingly relevant as we expand HALO into our other specialty products with their own aggregation and concentration risks.”

Beyond the binding moment, brokers and insureds can access cyber risk intelligence and telemetry monitoring before binding and throughout the policy period. This continuous engagement shifts the relationship from transactional to advisory, a distinction that Cole sees as central to the platform’s value. “Quote, bind, and issue is not the innovation,” he noted. “The difference is the connection between workflow and portfolio. We can define the portfolio we want to build, compare it with what’s entering the funnel, and adjust the rules shaping the next submission. At the same time, brokers can continue to trade through channels that work for them. HALO is designed around how the market operates, rather than how a software platform would prefer it to operate.”

Strategic Significance: From Five Lines to Eight and Beyond

Mosaic Insurance marked its fifth anniversary in business this past February. The specialty insurer currently writes eight lines of business: cyber, environmental liability, political risk, political violence, financial institutions, professional liability, specialty casualty, and transactional liability. The launch of HALO signals a deliberate move to accelerate growth in the SME segment, where the company sees a gap between demand for sophisticated coverage and the technological infrastructure available to deliver it.

Liam Jones, chief executive officer of Mosaic’s agency business, underscored the platform’s role as foundational infrastructure. “HALO gives us the infrastructure to build and scale specialty products in ways not commonly available today,” Jones said. “True digital trading, genuine augmentation of information, and real-time active portfolio management is the progress we’ve all been seeking for many years.”

The Competitive Edge: Infrastructure That Adapts to Market Operations

Mitch Blaser, co-founder and co-chief executive officer of Mosaic, described the launch as a quantum transformation. “This represents a quantum transformation for Mosaic in capability, market reach, and opportunity, all enabled by AI,” Blaser said. “HALO reflects our broader AI strategy: using technology to augment underwriting, leverage data, and enable our teams to deploy their expertise more efficiently and at greater scale.”

The platform’s modular design means Mosaic plans to bring additional SME specialty products to market through HALO. The company’s existing expertise across eight lines provides a pipeline of opportunities. By reusing the same core infrastructure for each new product, the insurer can reduce time-to-market, lower operational costs, and maintain consistency in underwriting standards.
