He spent an hour and forty-one minutes walking through the early game: looting, upgrading the home base, assigning survivors to workstations. It’s not a full campaign run. No missions. But the resource management mechanics on display are already a radical departure from State of Decay 2’s system. You will have to assign characters to specific facilities. You will watch your water reserves drain if you try to grow food. And you can now dump loot into base storage without parking your car in the driveway.

Let’s break down exactly what changed, how it works, and what it means for anyone planning to survive the apocalypse in State of Decay 3.

Assigning Survivors to Facilities: The Labor Layer

State of Decay 2 let you build a garden, a workshop, or an infirmary, and they just ran. Maybe you needed a mod slot to boost output, but the person running the place was never an explicit constraint. That’s gone.

In the footage, Menard opens his base menu and assigns specific community members to the water reservoir. He has two people assigned there now – the UI shows them, and the commentary notes that putting a person in that slot “increases the efficiency of the reservoir.” The exact percentage isn’t shown, but the pattern is clear. More labor equals better resource yield.

The same applies to the garden. He builds a garden plot, realizes he has no survivor with any horticulture or gardening skill. His best option: assign the guy with a morale boost. That character doesn’t know how to farm, but he’ll work anyway. The result? The garden produces something – possibly at reduced rate – while also keeping the community’s spirits up.

This labor assignment is not limited to the home base. Outposts on the map also need workers. Menard explains that if you claim an outpost that produces one food per day, you can double that by stationing a survivor there. So you’re constantly juggling who stays home and who gets shipped to a remote location.

Water as the New Gatekeeper Resource

The biggest shift in the resource economy is water. In State of Decay 2, water was largely a convenience – you needed it for upgraded facilities or morale bonuses. In State of Decay 3, water is currency.

Menard’s base starts with a built-in water collector and a garden. The garden cannot produce food without water. The UI shows exactly that trade: three water consumed per day to produce six food. That’s a 2:1 return on food, but only if you can sustain the water cost. Your base’s water supply comes from that fixed collector, plus any additional rain catchers or wells you build. If you expand your community, food demand rises. More food means more water inputs. It’s a feedback loop that demands consistent upgrade investment early on.

Other facilities also consume water. The ethanol reactor visible in the build menu likely needs water to produce its output – same for the distillery. You can also build an evaporative tank, a water filter, and a solar panel for electricity. But the panel only solves power, not water. You’ll need multiple solutions.

Base Building: Fixed Slots and Upgrade Trees

Some things stay the same between sequels. Bases have fixed installations that cannot be changed. In Menard’s home base, the water collector and the garden are built into the location. You cannot remove them to free up space for something else. But everything else on the plot is fair game.

The build menu shows a mix of utility and production structures. The list includes:

Apothecary – likely a medicine production facility, based on the name and icon.

Granary – probably food storage or passive food generation.

Bathroom – morale? Hygiene? Unknown.

Sawmill (carpentry) – likely produces parts or building materials.

Water filter – improves water quality or output rate.

Ethanol reactor – fuel source for vehicles or generators.

Gas generator and solar panel – both provide electricity, with different maintenance tradeoffs.

Rain collector – already built in his base, adds passive water income.

Distillery – alcohol for morale? Fuel? The icon suggests liquids.

Several buildings appear locked behind a padlock icon in the interface – not buildable yet. That likely indicates research requirements, skill prerequisites, or resource thresholds you must reach before unlocking.

Each construction you place adds to the base’s overall “buff” system. The status effects displayed in the UI improve as you add more specialized facilities. A well-balanced base with an apothecary, garden, and workshop gives you buffs to infection resistance, food production speed, and gear durability. Stacking multiple production buildings of the same type probably yields diminishing returns, though the footage doesn’t confirm that.

Quality of Life: Deposit Loot Anywhere Inside Base Radius

A small change that will save hours over a long playthrough: you can now transfer resources to the base storage from anywhere within the base boundary.

In State of Decay 2 at launch, you had to physically carry resource rucksacks to a storage locker. Later updates let you dump items from the vehicle trunk directly into base storage – but only if you parked inside the parking spot. Still a pain if your base is large or you’re carrying multiple loads.

In State of Decay 3, Menard walks up to a storage container inside the base and opens the menu. He deposits food, parts, and other items from his backpack without needing to reach a specific locker. Later, he demonstrates that you can even access the base storage from outside the vehicle, as long as you are within the base zone. That means you can drive to the edge of your territory, hop out, and unload everything into the community inventory.

The radius appears generous – the map shows a large blue circle around the base for “access range.” It’s not clear if you can upgrade that range with facilities or if it’s fixed per base. Either way, this eliminates the worst part of early-game scavenging runs: the back-and-forth shuffle to empty your inventory.

Early Game Now Requires Deliberate Planning

The combination of labor assignments and resource loops means the first few hours of State of Decay 3 will feel very different from State of Decay 2. You cannot just build everything and forget it. Every facility requires a survivor to operate it. Every production chain consumes another resource.

Menard struggles with exactly that. His community has negative food income. He rushes to build a garden, only to realize he needs water production running first. He assigns a worker to the garden, but that worker has no skill – meaning the output is likely lower than if he had a trained farmer. At the same time, he must keep the water collector staffed. That takes up two survivors before he even builds a workshop or infirmary.

In State of Decay 2, you could ignore most of this until mid-game. Here, the scarcity hits immediately. The tutorial sequence probably forces you to make these assignments within the first ten minutes. Players who ignore water will starve. Players who ignore morale will face desertions. And players who use up all their survivors on production will have no one to go out looting.

One More Thing: The Morale Mechanic Is Tied to Facilities Directly

One specific detail bears mentioning separately. Menard assigns a survivor with a morale-boosting trait to the garden even though that character has zero gardening skills. The game lets him do it. The commentary suggests the character’s morale boost carries over to the facility’s output or to the community’s overall mood.

That implies a system where you can still get value from characters who lack the right specialization. A high-morale worker in a food production slot might produce less food than a trained gardener, but the morale gain protects the community from depression or rebellion. This is a strategic tradeoff, not a strict penalty.

If you min-max, you’ll want a gardener in the garden. But if you roll with a community full of disgruntled survivors, you might be forced to assign morale-boosters to keep everyone functional. The flexibility prevents a rigid meta where only “perfect” survivors are viable.

The Resource Economy Has No Training Wheels

Undead Labs is clearly pushing for a tighter, more interdependent resource system. Water is no longer a luxury – it’s the primary currency for food and probably fuel. Labor is finite. Every survivor counts. Base slots are fixed, and each one demands a decision about what you sacrifice.

The footage also shows that resource piles are visible on the ground after clearing debris – you have to manually pick them up, then deposit them into storage via the new quick-deposit system. That’s a minor friction point that rewards careful inventory management.

No word yet on how this scales into the mid and late game. Larger bases will probably offer more facility slots, but they will also require more labor. A community of twelve survivors might have two people idle at any time – just enough to handle outposts and base production – if you optimize well. But if zombies attack and injure a key worker, the whole production chain breaks.

The Risk of Specialization

Here is the edge case that the early footage doesn’t address but every vet will worry about: what happens when your only skilled farmer dies? In State of Decay 2, you could recruit another survivor and build a garden anywhere. In State of Decay 3, if your gardener is the one person assigned to the garden, and they get killed during a horde siege, you lose that food income instantly. You can assign a replacement, but without any skill, the output drops. Your community spirals into starvation before you can recruit someone else.

That level of vulnerability changes how you scavenge. You will not send your only labored specialist out on supply runs. He becomes a base-bound asset. That forces you to keep a backup labor pool – survivors with generalist skills who can step into any role without tanking production.
